2025 年 7 月，香港入境事务处发布重要通知，提醒广大申请者，尤其是内地赴港升学、就业及创业人士，务必谨慎防范 “黑中介” 以 “包过” 为诱饵设下的诈骗陷阱。 In July 2025, the Immigration Department of Hong Kong issued an important notice, reminding applicants, especially those from the Chinese mainland who are going to Hong Kong for study, employment, and entrepreneurship, to be cautious and guard against fraud traps set by "black intermediaries" with the bait of "guaranteed approval". 随着香港 “抢人才” 政策的持续推进，内地人申请来港的人数大幅上升。数据显示，2024 年全年，内地人士申请各类香港签证的数量突破 50万 大关，较上一年增长 28%。不法分子看准这一热潮，以 “保证成功”“独家渠道” 等虚假承诺为噱头，收取高额中介费用。 With the continuous advancement of Hong Kong's "talent attraction" policy, the number of Mainlanders applying to come to Hong Kong has increased significantly. Data shows that in 2024, the number of Mainland people applying for various Hong Kong visas exceeded the 500,000 mark, a 28% increase compared to the previous year. Lawbreakers have seized on this upsurge, using false promises such as "guaranteed success" and "exclusive channels" as gimmicks to charge high agency fees. 香港入境事务处总入境事务主任建中在近期的商业罪案调查科记者会上指出，入境处对每宗签证或进入许可申请均设有严格的审批机制，绝不存在任何保证获批的特别渠道。所谓 “包过” 承诺，纯属夸大失实的宣传手段。 Chien Chung, the Chief Immigration Officer of the Immigration Department of Hong Kong, pointed out at a recent press conference of the Commercial Crime Bureau that the Immigration Department has a strict approval mechanism for every visa or entry permit application, and there is absolutely no special channel to guarantee approval. The so-called "guaranteed approval" promise is nothing but an exaggerated and false publicity tactic. A case was shared. A woman, in order to assist her husband and daughter to come to Hong Kong, obtained false utility bills through an intermediary and submitted them. Eventually, due to making false statements and using false documents, she was sentenced to 15 months in prison. 入境处强调，任何人士或公司（包括申请者、中介或聘用公司）使用虚假文书递交申请，均属严重罪行，最高可被判罚款 15 万港元及入狱 14 年。入境处还将依法取消相关人士通过非法途径获取的工作或居留资格，并将涉案人员遣返原居地。 The Immigration Department emphasizes that it is a serious crime for any person or company (including applicants, intermediaries, or employing companies) to submit applications using false documents. Offenders are liable to a maximum fine of HK$150,000 and imprisonment for 14 years. The Immigration Department will also revoke, in accordance with the law, the work or residence status obtained by relevant individuals through illegal means and repatriate those involved to their places of origin. 此外，入境处留意到社交平台上流传着 “支付 3000 万加密货币即可获得香港永久居民身份” 的虚假信息，对此已及时进行澄清。香港永久性居民资格的申请严格依据相关法例处理，不存在此类荒谬途径。 In addition, the Immigration Department has noticed false information circulating on social media platforms, claiming that "paying 30 million in cryptocurrencies can obtain the status of a permanent resident of Hong Kong." The department has promptly clarified this. Applications for permanent residency in Hong Kong are handled strictly in accordance with relevant laws and regulations, and there is no such absurd way.
