The logistics efficiency of direct delivery within two weeks and the cost-effective imported coffee beans have enabled her to gain a firm foothold in the ancient city's business district.   (1)外资公司注册全流程

  咖啡创业需先完成企业主体登记,可选择独资、合资等形式(咖啡馆属于负面清单外领域,内外资待遇一致):

  •   名称核准:提交 3-5 个备选名称查重,核准后获取《企业名称预先核准通知书》。

  •   材料准备:核心包括经公证认证的外国投资者主体资格证明(如护照需经所在国公证及中国使领馆认证,持永久居留证可免公证)、经营场所证明(自有房产需房产证,租赁需带房东房产证的租赁合同)、公司章程、法定代表人信息、以及其他资质证明等,英文材料需附翻译公司盖章的中文译本。

  •   提交与领证:线上填报外商投资初始报告后,按预约时间到政务服务中心提交纸质材料,审核通过即可领取营业执照正副本。
     

  1) Full Process of Foreign-Funded Company Registration

  To start a coffee business, you first need to complete the enterprise entity registration, and you can choose forms such as sole proprietorship or joint venture (cafés fall outside the negative list, and domestic and foreign-funded enterprises enjoy equal treatment):

  •   Name Approval: Submit 3-5 alternative names for duplicate checking. After approval, obtain the "Notice of Pre-approval of Enterprise Name".

  •   Document Preparation: The core documents include the notarized and authenticated qualification certificate of the foreign investor (for example, a passport needs to be notarized by the country where it is issued and authenticated by the Chinese embassy or consulate; those holding a permanent residence permit can be exempted from notarization), proof of business premises (a property ownership certificate is required for self-owned property; a lease contract with the landlord's property ownership certificate is required for leased property), articles of association, information of the legal representative, and other qualification certificates. English documents must be accompanied by a Chinese translation stamped by a translation company.

  •   Submission and Certificate Collection: After filling out the initial foreign investment report online, submit the paper materials to the government service center at the appointed time. Upon successful review, you can receive the original and duplicate copies of the business license.

   

  (2)资质先行,扫清合规障碍

  首要确认咖啡豆来源国及生产企业的准入资格,可通过海关总署官网查询 “输华食品目录”,埃塞俄比亚、巴西等主流产区均在列。自身需完成三项核心备案:

  •   办理进出口经营权与海关注册登记;

  •   通过 “进口食品进出口商备案管理系统” 完成备案;

  •   若委托代理进口,需确认代理具备食品经营许可证。

  2) Qualifications first, clear compliance obstacles

  First, confirm the access qualifications of the source country of coffee beans and the production enterprises. You can check the "Catalogue of Foods Imported into China" on the official website of the General Administration of Customs. Major producing areas such as Ethiopia and Brazil are all included. You need to complete three core filings:

  •   Apply for import and export operation rights and customs registration;

  •   Complete the filing through the "Imported Food Importers and Exporters Filing Management System";

  •   If entrusting an agent for import, it is necessary to confirm that the agent has a food business license.

   

  (3)外国人来华工作许可(约 1.5 个月)

  外国创业者需凭 “工作许可” 合法在华执业,流程如下:

  •   申请:通过 “外国人来华工作管理服务系统” 提交申请,需准备护照、学历证明(经认证)、无犯罪记录证明、企业聘用合同等材料。

  •   审批与获证:审核通过后获取《外国人工作许可通知》,凭此办理 Z 字签证入境,入境后领取电子社保卡(涵工作许可信息),长期在华后续需办理工作类居留许可。

  3) Work Permit for Foreigners Coming to China (approximately 1.5 months)

  Foreign entrepreneurs need a "work permit" to legally practice in China. The process is as follows:

  •   Application: Submit the application through the "Foreigners' Work in China Management Service System". Required materials include passport, academic qualification certificate (certified), certificate of no criminal record, and employment contract with the enterprise, etc.

  •   Approval and Certificate Issuance: After the application is approved, obtain the "Foreigners' Work Permit Notice", use it to apply for a Z visa to enter China. After entry, collect the electronic social security card (which contains work permit information). For long-term stay in China, it is necessary to apply for a work-type residence permit subsequently.

  生豆需索要植物检疫证书,熟豆需卫生证书,同时备好原产地证(可享关税优惠)、成分分析报告等核心单证。建议优先选择东盟国家产区,凭 FORM E 证书可享零关税,显著降低成本。

  1. Product Selection and Document Preparation (3-6 months)

  For green beans, a phytosanitary certificate is required; for roasted beans, a hygiene certificate is needed. Meanwhile, core documents such as the certificate of origin (which can enjoy tariff preferences) and component analysis report should be prepared. It is recommended to prioritize production areas in ASEAN countries, as zero tariffs can be enjoyed with a FORM E certificate, significantly reducing costs.

   

  2.物流与清关(15-25 个自然日)

  •   运输采用恒温集装箱,避免高温影响风味,木托盘需符合 ISPM15 熏蒸标准;

  •   到港后通过 “单一窗口” 申报,提交提单、合同等单证,生豆需重点申报 HS 编码 0901210000;

  •   缴纳税费(关税 8%-15%+ 增值税 13%),可申请 “先放行后检测” 模式加速流转。

  2. Logistics and Customs Clearance (15-25 natural days)

  •   Transportation uses temperature-controlled containers to avoid flavor being affected by high temperatures; wooden pallets must comply with the ISPM15 fumigation standards.

  •   After arriving at the port, declare through the "Single Window", submit documents such as bills of lading and contracts. Green coffee beans need to focus on declaring the HS code 0901210000.

  •   Pay taxes (tariff 8%-15% + value-added tax 13%), and can apply for the "release first, then inspection" mode to speed up the circulation.

  3.品控关键:检疫与存储

  非洲、越南产咖啡豆需防范咖啡果小蠹,可能面临强制熏蒸处理。到港后需留存 15% 货款,待 5-15 个工作日实验室检测合格后再结清。存储采用避光密封罐,标注烘焙日期(保质期通常从烘焙日起算)。

  3. Quality Control Key Points: Quarantine and Storage

  Coffee beans from Africa and Vietnam need to be protected against the coffee berry borer and may be subject to mandatory fumigation treatment. After arrival at the port, 15% of the payment must be retained and will be settled only after passing laboratory tests within 5-15 working days. Storage should use light-proof sealed containers, with the roasting date marked (the shelf life is usually calculated from the roasting date).
