  The vitality of China's opening-up continues to be released. In the first half of 2025, 13.64 million foreigners entered China visa-free, accounting for 71.2%, a year-on-year increase of 53.9%. In office buildings in Beijing, Shanghai and Shenzhen, in trade markets in Guangzhou and Yiwu, and in science and technology parks in Chengdu and Hangzhou, foreign faces are no longer a rare sight.   从 2024 年 12 月 1 日起，中国还将外国人工作许可证与社会保障卡融合集成，通过将外国人来华工作许可信息加载到社保卡。依托实体社保卡和电子社保卡，外籍人才可便捷办理社保缴费、医疗报销、交通出行等事宜，这一政策创新大大提升了外籍人才在华工作的体验感与融入度。

  Starting from December 1, 2024, China will also integrate the Foreigner's Work Permit with the Social Security Card by loading information related to foreigners' work permits in China onto the social security card. Relying on physical social security cards and electronic social security cards, foreign talents can conveniently handle matters such as social security payment, medical reimbursement, and transportation, and this policy innovation has greatly enhanced the sense of experience and integration of foreign talents working in China.

  2025 年政策升级力度进一步加大：2025 年 10 月 1 日起，专为外国青年科技人才设立的 K 字签证正式生效。申请人需满足 STEM（科学、技术、工程、数学）领域学士及以上学历，或在知名高校、科研机构从事相关工作的条件，无需国内用人单位邀请即可申请。持证人可停留期间从事科技交流、创业调研等活动，为后续就业铺路。中创侨智已推出 K 字签证申请专项服务，帮助申请人梳理学历认证、科研经历证明等材料，评估申请。

  The intensity of policy upgrades will be further increased in 2025: starting from October 1, 2025, the K-type visa specially established for foreign young scientific and technological talents will officially take effect. Applicants need to meet the requirements of having a bachelor's degree or above in STEM (Science, Technology, Engineering, Mathematics) fields, or working in relevant fields in well-known universities and research institutions, and can apply without an invitation from a domestic employer. Holders of the visa can engage in activities such as scientific and technological exchanges and entrepreneurship research during their stay to pave the way for subsequent employment.   In terms of job distribution, Beijing, Shanghai, Guangzhou, and Shenzhen still rank among the top. In recent years, new first-tier cities or regional centers such as Nanjing, Hangzhou, Suzhou, Chengdu, and Wuhan have also attracted increasing attention from foreign talents. These cities are developing rapidly and have obvious industrial agglomeration effects. For example, Hangzhou's digital economy and Wuhan's biomedicine industry have formed distinctive talent ecosystems and provided a large number of targeted jobs. Combined with preferential talent policies and lower living costs, although the income is somewhat lower compared with traditional first-tier cities, the overall quality of life is higher.

  Different cities have formed their own unique ecosystems for foreign talent:

•   Beijing and Shanghai: A high proportion of foreign talent are graduates from prestigious schools, with a large concentration of positions in central state-owned enterprises, foreign company headquarters, and a dense pool of talent in finance, consulting, and high-end research and development fields;

•   Guangzhou and Shenzhen: Small and medium-sized listed companies and emerging technology enterprises are active, attracting a large number of overseas talents in technology and related fields. The work permit application process is convenient. For example, Guangdong clearly stipulates that the processing time for work permits is 10 working days, and the entire process can be handled online if materials are complete;

•   New first-tier cities: Policies are highly flexible. For instance, Chengdu provides venue subsidies for foreign entrepreneurial talents, and Suzhou offers a green channel for the children of foreign talents in the technology sector to enroll in schools.

  外国人在华合法工作，必须跨越两道门槛：工作许可和工作类居留证件。任何单位和个人不得聘用未取得相关证件的外国人。

For foreigners to work legally in China, they must cross two thresholds: a work permit and a work-type residence permit. No entity or individual may employ foreigners who have not obtained the relevant documents.

核心要求

•   用人单位：需依法设立，聘用岗位需为国内暂缺人选的特殊岗位，支付工资不低于当地最低工资标准；
•   申请人条件：年满 18 周岁、身体健康、无犯罪记录，具备岗位所需专业技能，从事工作需符合国内急需紧缺方向。

  Core Requirements

•   Employers: Must be legally established, the recruited positions must be special positions for which there is a temporary shortage of candidates in China, and the wages paid must not be lower than the local minimum wage standard;

•   Applicant qualifications: At least 18 years old, in good health, with no criminal record, possessing the professional skills required for the position, and the work to be engaged in must conform to the domestically urgently needed and scarce directions.
