Measures for the Administration of Foreigners' Mountaineering in China

以珠峰为例,2025 年春季尼泊尔南坡发放登山许可证 456 张,中国北坡发放 48 张,总登顶人数预计达 846 人次。商业化登山服务的完善(如夏尔巴向导、氧气配备)降低了攀登门槛,吸引更多爱好者参与。例如,尼泊尔政府将珠峰南坡春季登山许可费从 1.1 万美元涨至 1.5 万美元,但仍挡不住登山者的热情。
Take Mount Everest as an example. In the spring of 2025, 456 climbing permits were issued for the southern slope in Nepal, and 48 for the northern slope in China, with the total number of summit attempts expected to reach 846. The improvement of commercial mountaineering services (such as Sherpa guides and oxygen supply) has lowered the threshold for climbing, attracting more enthusiasts to participate. For instance, the Nepalese government raised the spring climbing permit fee for the southern slope of Mount Everest from $11,000 to $15,000, yet it still couldn't dampen the enthusiasm of climbers.

China is home to 9 out of the 14 mountains worldwide with an elevation of over 8,000 meters. Among them, the north slope of Mount Everest, Shishapangma, and Cho Oyu are popular destinations for international mountaineers. The 2025 China-Nepal Friendly Mountaineering Exchange Activity attracted more than 160 Chinese and foreign mountaineers to jointly summit Lhodrak Peak, while the 10th China-South Korea International Mountaineering Conference in Shenxianju drew nearly 500 participants, demonstrating the influence of China's low-elevation mountains in international non-governmental exchanges.
中国政府通过举办登山大会、优化交通和救援设施(如珠峰大本营的清洁能源设备),提升登山体验。同时,地方政府如西藏、青海等地出台细则,规范管理并开放更多山峰(如青海海拔 4500 米以上山峰需申请许可),进一步促进登山产业发展。
The Chinese government has enhanced the mountaineering experience by hosting mountaineering conferences and optimizing transportation and rescue facilities (such as clean energy equipment at the Everest Base Camp). Meanwhile, local governments in regions like Tibet and Qinghai have issued detailed regulations to standardize management and open more mountains to mountaineering (for example, mountains above 4,500 meters in Qinghai require an application for permission), further promoting the development of the mountaineering industry.
Applicable Objects and Scenarios
Foreigners climbing "open mountains" within the territory (including accompanying scientific expeditions and surveying and mapping), specifically referring to mountains above 5,000 meters above sea level in the Tibet Autonomous Region and mountains above 3,500 meters above sea level in other provinces/autonomous regions.
Core Principles
Abide by Chinese laws, and the legitimate rights and interests of foreigners shall be protected; management shall be implemented under the principle of "unified leadership and level-by-level responsibility".
Announcement of the main body of mountain peaks
The mountain peaks open to the outside world are jointly announced by the State Physical Culture and Sports Commission (hereinafter referred to as the "State Physical Culture and Sports Commission") and the Ministry of Public Security.
Applicant Entities
Foreign teams: may apply on their own or entrust the mountaineering association of a province/autonomous region in China to act as an agent.
Chinese-foreign joint teams: applications shall be submitted by the Chinese team.
Approval Timeframe Within 60 days of receiving the application, the State Physical Culture and Sports Commission shall inform the result in writing (notifying the applicant, the agent mountaineering association, and the physical culture and sports commission of the province/autonomous region where the activity is held).
获批后需缴纳 “注册费”,并与国家体委指定单位签订《登山议定书》(副本需报国家体委备案)。 议定书不得任意变更;若变更 “攀登季节、路线、山峰”,需重新报国家体委审批。 入境前 1 个月:将登山经费全额汇寄中方签约单位,并凭国家体委通知在我国驻外使(领)馆办理签证。
Follow-up Requirements After approval, the "registration fee" must be paid, and a "Mountaineering Protocol" must be signed with the unit designated by the State Physical Culture and Sports Commission (a copy shall be submitted to the State Physical Culture and Sports Commission for the record). The protocol shall not be altered arbitrarily; if there is a change in the "climbing season, route, or mountain peak", it shall be re-submitted to the State Physical Culture and Sports Commission for approval. One month before entry: remit the full amount of mountaineering funds to the Chinese contracting unit, and apply for a visa at the Chinese embassy (consulate) abroad with the notice from the State Physical Culture and Sports Commission.
Pre-obligations
Before mountain climbing, arrange insurance for the Chinese citizens in the team and implement measures for the protection of the mountainous area's natural environment.
按批准的山峰、路线攀登,不得攀登未批准山峰、越过批准路线,不得转让山峰 / 路线。 不得吸收本团队以外队员;展外国国旗需经国家体委同意,且需同时展规格相当的中国国旗。 山峰名称、高度以中国政府公布为准;保持路线 / 营区卫生,不得擅自安放纪念品。 及时向国家体委、中方签约单位报告 “登山结果” 与 “意外情况”。
Core Behavioral Rules
Climb only the approved peaks and routes; do not climb unapproved peaks, go beyond approved routes, or transfer peaks/routes.
Do not recruit members outside the team; displaying foreign national flags requires the approval of the State Physical Culture and Sports Commission, and a Chinese national flag of equivalent规格 must be displayed simultaneously.
The names and heights of peaks shall be subject to those announced by the Chinese government; keep the routes/campsites clean and do not place souvenirs without authorization.
Timely report the "mountaineering results" and "accidents" to the State Physical Culture and Sports Commission and the Chinese contracting unit.
活动结束后,以团队为单位提交《总结报告书》,并将登山期间的音像资料 “无偿提供” 给国家体委及活动所在省 / 自治区体委。 登顶成功后,由国家体委确认并颁发 “登顶证明书”。
Subsequent Obligations
After the event, each team shall submit a "Summary Report" and "unconditionally provide" the audio and video materials during the mountaineering to the State Sports Commission and the sports commissions of the provinces/autonomous regions where the event is held.
Upon successful summiting, the State Sports Commission will confirm and issue a "Summit Certificate".
必须配备中方联络人员(由中方签约单位指定),职责包括:监督执行中国规定、解决活动问题、报告情况、调解纠纷。 中方服务人员需通过联络人员安排,服务费用项目及标准由国家体委公布。
Requirements for Chinese Liaison Personnel
A Chinese liaison personnel (designated by the Chinese contracting entity) must be assigned, whose responsibilities include: supervising the implementation of Chinese regulations, solving problems related to the activities, reporting situations, and mediating disputes.
Chinese service personnel shall be arranged through the liaison personnel, and the items and standards of service fees shall be announced by the State Physical Culture and Sports Commission.
Support for Chinese personnel accompanying the team
Foreign teams shall provide medical care, first aid, and necessary camping/cooking utensils; they shall not arbitrarily dismiss Chinese personnel accompanying the team or stop发放 subsidies (Chinese-foreign joint teams may negotiate the way of guarantee).
Pre-approval
When applying for mountain climbing, you need to simultaneously declare the "scientific expedition/surveying and mapping plan" to the State Physical Culture and Sports Commission, which will then forward it to the State Science and Technology Commission (for scientific expeditions) or the State Bureau of Surveying and Mapping (for surveying and mapping) for approval.
Prohibitive Regulations
Before the plan is approved, "systematic observation (of organisms, rocks, minerals, etc.), collection of specimens, samples, fossils, and mapping activities" are not allowed.

Subsequent data submission
Scientific expedition: Provide "specimen list, information on new species of animals and plants, holotype specimens of new species, indoor analysis results, and copies of audio-visual materials" to the State Science and Technology Commission through the Chinese signing unit.
Surveying and mapping: Provide "copies or duplicates of surveying and mapping results" to the State Bureau of Surveying and Mapping through the Chinese signing unit.
Mountaineering supplies: Entry and exit management
Entry Declaration
Declare items by categorizing them as "specially permitted imported goods" or "temporarily imported goods". After customs approval, go through tax payment and guarantee procedures.
消耗性物资(合理数量的专用食品、急救药品、防寒衣物、燃料等):特准免税;超量需纳税。 专用器材(通讯、摄影、录像、测绘器材及专用运输工具):暂时免税,活动结束后需 “复运出境”;无法复运的,需通过国家体委办手续。
Tax Policies
Consumable materials (a reasonable quantity of special-purpose food, first-aid medicines, cold-proof clothing, fuel, etc.): specially approved for tax exemption; taxes are required for excess quantities.
Specialized equipment (communication, photography, video recording, surveying and mapping equipment, and special transport vehicles): temporarily exempt from tax, and must be "re-exported" after the event; if they cannot be re-exported, procedures must be handled through the State Sports Commission.
Exit Requirements
Collected specimens, samples, fossils, and produced audio-visual materials can only be taken out of the country after being inspected and approved by the relevant authorities.
Violation Situations
Violating the "insurance/environmental protection measures (Article 12), mountaineering behavior rules (Article 13), protection of accompanying Chinese personnel (Article 18), approval for investigation/surveying and mapping (Article 19), submission of materials (Article 20)", or conducting mountaineering without the approval of the State Physical Culture and Sports Commission.
Types of penalties
Warning, a fine of 5,000 yuan to 50,000 yuan, and suspension of mountaineering activities; those who violate Article 19 / Article 20 may be additionally confiscated of "collected specimens, samples, fossils and materials".
Special Groups
Compatriots from Taiwan, Hong Kong, and Macao who return to the mainland for mountaineering shall be governed by these Measures.
Interpretation Body These Measures shall be interpreted by the State Physical Culture and Sports Commission. Effective Date These Measures shall come into force on August 29, 1991 (the date of issuance).
