美财长警告：若达不成贸易协议 “解放日”关税或卷土重来！

  财联社5月19日讯(编辑 卞纯)近期，美国相继与英国、中国达成贸易协议，令全球贸易紧张局势大幅降温。然而，围绕关税的不确定性仍然挥之不去。

　　当地时间周日，美国财长贝森特警告称，美国的一些贸易伙伴可能很快会面临关税税率再次大幅上调。

　　贝森特在接受媒体采访时表示，如果各国在7月初关税暂缓期到期前不“真诚地”进行谈判，且未能达成贸易协议，关税税率将很快恢复到“解放日”水平。

　　“他们会收到一封信，上面写着，‘这是税率“。所以我希望每个国家都能诚心诚意地来谈判，”贝森特表示。

　　美国总统特朗普于4月2日宣布了一系列“对等关税”，并将当日称之为“解放日”。随后，他暂缓实施这些关税90天，期间仅征收10%的基准关税。

　　特朗普上周五表示，未来两到三周内，美国可能会单方面对许多贸易伙伴设定新的关税税率，称美国缺乏与所有贸易伙伴通过谈判达成协议的能力。他还表示，财政部长贝森特和商务部长卢特尼克将发出信函，告诉一些贸易伙伴，他们在美国做生意需要支付多少钱。

　　贝森特表示，“如果你不想进行谈判，那么(关税水平)就会恢复到4月2日时的水平”。他还指出，许多国家面临的关税税率远高于目前的10%。

　　贝森特还表示，除了少数例外，各国都提出了“非常好的提议”，“他们希望降低关税，他们希望降低非关税壁垒。”

　　他还表示，美国现在的重点是与18个“重要”贸易伙伴达成协议。

　　“有很多规模较小的贸易关系，我们只能给出一个数字(税率)。我的另一种感觉是，我们将达成很多区域性协议——‘这是针对中美洲的税率，这是针对非洲这部分地区的税率，’”贝森特表示。“但我们现在重点关注的是18个重要的贸易关系。”

　　贝森特承认，美国消费者可能会感受到特朗普政府关税的影响。

　　对于沃尔玛上周宣布的涨价计划，贝森特表示，他上周六与沃尔玛首席执行官道格·麦克米伦进行了直接交谈。他表示，“沃尔玛将承担部分关税，部分关税可能会转嫁给消费者。”

　　在周日的采访中，贝森特还对穆迪上周五下调美国政府信用评级的做法予以驳斥，称该机构的评级是美国财政状况的“滞后指标”。
